Hello Bicester!

November has arrived, and there are a few developments around town worth paying attention to. Work is moving forward again on a road that could change journeys around north-west Bicester, while a proposed sports facility has cleared an important hurdle. There are also practical dates for families, good news from a local pub, and a busy weekend ahead, from fireworks to Remembrance Sunday.

HelloBicester now offers a new website featuring local services and businesses. If your business appears there, please review the information; otherwise, send us the details for inclusion. We expect this to help the town locate services more readily.

In This Week’s Issue

  • A long-planned Bicester road scheme moves forward again.

  • A new 3G football pitch receives planning permission.

  • The latest on Bicester's future council and a business relocation.

  • Primary school applications open for September 2027.

  • Six local activities, including fireworks and Remembrance Sunday.

North-west Bicester link road moves forward again

Plans for a new road connecting north-west Bicester with Lords Lane have taken another step forward.

On Monday, 2 November, Oxfordshire County Council confirmed that it has restarted design and planning work on the north-west Bicester strategic link road. The project was paused in 2021 while more homes were built and further developer funding became available.

The proposed route would connect the junction of the A4095, Middleton Stoney Road, Vendee Drive and Howes Lane with Lords Lane. It would use the railway under bridge completed in 2021 as part of the scheme's first phase.

If completed, the road is intended to improve connections around the town and support the wider north-west Bicester development. The council says the scheme would also provide walking and cycling facilities, bus infrastructure and access to a planned secondary school.

For people who regularly travel along Howes Lane or through north-west Bicester, the potential impact is easy to understand. A new route could change how traffic moves around this part of town, although the precise benefits will depend on the final design.

It is also worth separating what has been announced from what is still some way off.

The road has not yet received permission for the full route, and construction is not starting now. The current work covers preliminary designs, environmental and technical assessments, preparation of a planning application and further design work.

The council expects to complete preliminary design and submit a planning application in spring 2027, with a planning decision anticipated in winter 2027.

Construction would still depend on planning approval, funding, land agreements and delivery arrangements.

North-west Bicester's longer-term development plans include around 6,000 homes and at least 3,500 jobs. This road is part of the infrastructure intended to support that growth.

For now, the important change is that a project which had been paused for five years is back in active development.

Whitelands Farm gets permission for a new 3G pitch

There is encouraging news for football and sport in Bicester.

On 2 November, Cherwell District Council issued planning permission for a new synthetic-turf pitch at Whitelands Farm Sports Ground on Whitelands Way.

The approved application covers a 3G-style artificial playing surface, fencing, floodlighting, pathways, spectator areas, a storage container and associated equipment.

It is a meaningful step for a proposal that has been discussed for some time. Earlier this year, the council outlined plans for a facility estimated to cost around £900,000, with potential support from the Football Foundation.

A synthetic-turf pitch could provide more dependable playing conditions throughout the year and additional space for local football activities. That matters in a growing town where access to sports facilities needs to keep pace with demand.

There is a separate change coming at Whitelands Farm too. Bicester Town Council has announced that responsibility for managing the sports ground will transfer to Cherwell District Council from 1 April 2027.

The new planning approval does not mean the pitch is ready to be built. Funding arrangements, delivery plans and a construction timetable still need to be confirmed.

But this week's decision removes an important planning hurdle. The next thing to watch is when the council can turn the approved proposal into a functioning facility.

Bicester in Brief

Bicester's future council: a fresh government decision

The government announced a new provisional decision on 29 October to replace seven councils across Oxfordshire and West Berkshire with three unitary authorities.

Under the proposal, Bicester would be served by North Oxfordshire Council, covering most of the existing Cherwell and West Oxfordshire districts.

The new councils are proposed to begin operating on 1 April 2029, with shadow-authority elections in May 2028.

This follows earlier announcements about council reorganisation, but the latest decision and timetable are new. The government is allowing a further period for representations before making its final decision, expected before Christmas.

Unipart identifies a new Bicester warehouse

Unipart has identified a modern warehouse site in Bicester as it prepares to leave its existing Cowley warehouse in Oxford.

The company confirmed its plans in a statement reported on 27 October. It intends to use a break clause in its Cowley lease in August 2027.

The proposed move could bring another substantial logistics operation into the Bicester area. However, the exact warehouse location and any implications for local recruitment have not been confirmed publicly.

Unipart is also looking separately for a new office location. It has not announced that its headquarters will move to Bicester.

Reception school applications open today

Families preparing for a child to start primary school in September 2027 can now apply.

Oxfordshire County Council opened Reception applications on Tuesday, 3 November. The process applies to children born between 1 September 2022 and 31 August 2023. The deadline is 15 January 2027, and National Offer Day is scheduled for 16 April 2027.

Parents can list up to four preferred schools, and the council recommends using all four preferences. If you have a child due to start school next September, this is a useful date to put in the diary.

A double award for The Nightingale

The Nightingale pub in Bicester has been recognised with two Wells & Co awards, according to a report published on 29 October.

The recognition follows a summer in which the pub's manager, Kieran Wilson O'Brien, was also praised for charity fundraising exceeding £7,000.

Independent businesses and neighbourhood venues often contribute more to town life than the services they sell. Fundraising and support for local causes are part of that picture.

Congratulations to the team on its recognition and the money raised.

Community Pulse

Bicester's fireworks are supporting local causes

Saturday's fireworks display at Pingle Field is more than an evening out for families.

Bicester Round Table is organising its 51st annual display on 7 November, with money raised through tickets and donations going towards people and groups in Bicester.

The gates open at 5pm, the bonfire is scheduled for 7pm, and the fireworks begin at 7.30pm.

A couple of useful details are worth checking before you go. Children under five can attend free, but they still need a free ticket. Sparklers are not permitted on site.

Advance tickets are available through TicketSource, where the advertised ticket price is currently up to £7.55 including the booking fee.

It is one of those familiar local occasions where buying a ticket also helps support work elsewhere in town.

A Good Thing in Bicester

The volunteers growing something good at Garth Park

You do not need an allotment, gardening experience or even your own outdoor space to get involved in growing things locally.

Cherwell Collective's Harvest @ Home project brings people together through community gardening, including regular sessions at Garth Park's walled garden.

The Garth Garden Sessions take place on Fridays from 10am to midday. Volunteers can help with seasonal gardening jobs, meet other people or simply enjoy spending some time in the space.

The project is about more than plants. It creates opportunities for people to connect, learn practical skills and contribute to shared green spaces around Bicester.

The next session is on Friday, 6 November, at the walled garden opposite Garth Court.

It is an ongoing community project rather than a new opening, but it is exactly the sort of local activity that deserves more attention. If you have been looking for a manageable way to volunteer, this could be a good place to start.
